Board approves additional $12,200 for three-year culture/accountability program

The Blackhawk County Board approved an additional $12,200 on June 16 to complete a three-year agreement with Performance Resources Consulting LLC for a culture and accountability package (GAPM) that includes a survey and leadership development sessions.
Staff had previously authorized training and leadership-university sessions up to $68,500. During the meeting, staff explained the vendor offered a reduced per-year rate if the county committed to a three-year package and paid upfront. "If we do the three-year commitment and paid up front, not individually per year," a staff member explained, the county would receive a discounted rate that lowered the per-year cost from $8,000 to $6,000 for one component of the package.
Board members supported the extended commitment for continuity and to preserve momentum. "I think it makes sense to do the three years not only from the cost savings but just to ensure that work kind of continues," Supervisor Chris said. The board motioned to approve the additional $12,200 to secure the three-year GAPM agreement; the motion passed by voice vote.
Staff noted the addendum will include a refund provision if the vendor is unable to deliver services. The contract will be administered under county procurement rules and funded from board-authorized training reserves.
