Supervisors approve software, elevator service and bridge inspection contracts

Black Hawk County supervisors on June 9 approved a set of routine procurement actions, including a one-time $20,500 purchase of the Defendants on Track software, a new elevator maintenance contract and a vendor award for bridge inspection services.
The Board voted to approve a Statement of Work with Volano Software Company for the Defendants on Track platform at a one-time cost of $20,500. County Attorney Brian Williams told the Board the fee is a one-time cost and that "there will be no annual hosting fees." The motion was moved by Supervisor Ritch Kurtenbach and seconded by Supervisor Tavis Hall and recorded as adopted.
Supervisors also approved an elevator maintenance agreement with Schumacher Elevator Company covering inspections and preventive maintenance for nine county-owned elevators for the term July 1, 2026, through June 30, 2027, at a total monthly cost of $1,906.55. Facilities Director Rory Geving presented the agreement; the motion (moved by Hall, seconded by Kurtenbach) carried unanimously.
For two bridge projects, the Board authorized the County Engineer to sign a contract with Team Services of Waterloo after accepting Team Services as the lowest responsible quote for inspection services. County Engineer Catherine Nicholas recommended awarding the work and the Board approved the award (moved by Hall, seconded by Kurtenbach).
The Board also received and placed on file bids for a basement conference-room audio/visual update (estimated project cost $16,000). The bids read into the record included Conference Technology (CTI) of Hiawatha ($18,000), Tri City Electric Company of Davenport ($77,037.66) and Marco Technologies of Urbandale ($35,182.00); one bid amount in the record for Communications Engineering Co., Hiawatha, is unclear in the transcript and was placed on file for staff review. IT Director AI Yu reported the bids would be reviewed before the Board takes further action.
