Community services warns HOME program administrative cap may require general-fund support

Mary Key, speaking for DuPage County community services, reported that a senior fair the department ran had higher attendance than last year though exact figures were not available. Key then outlined constraints in HUD HOME program grants, noting, "the home funds have an administrative cap of 10% which is significantly lower than CDBG which is 20%." She said HOME projects have grown more complex and some take multiple years to reach construction, citing one project that has taken about three years.
Key told committee members that because administrative costs for HOME projects are capped at 10% and project complexity has grown, she is likely to request a small amount of general-fund support in the FY2027 budget to cover some HOME administrative work (likely part of one staff position). Committee members asked questions about whether a recent reduction in HOME funding would affect already allocated projects; Key stated the county had not yet contracted for the affected HOME funds and that the reduction stemmed from HUD planning numbers, not currently contracted awards.
Key also thanked staff who organized the senior fair, naming Alyssa Kasillis and Regina Scarcase for primary organizing roles. The committee took no further action beyond receiving the update.
