Kane County panel approves salt purchase, engineering and pavement‑marking contracts

The Kane County Transportation Committee approved a series of routine and budgetary measures, including a higher‑priced contract to buy ice‑control salt for winter 2027, engineering agreements and pavement‑marking contracts.

Finance staff introduced a resolution to amend Resolution 23‑309 with HR Green Inc. for the Fabian Parkway Corridor Improvement Project, changing $1,050,000 of the funding source from the Motor Fuel Tax Fund (302) to the South Impact Fee Fund (560). The motion passed by roll call.

On winter supplies, county staff reported sharp increases in salt bids: last year the county paid $93.83 per ton for treated salt and $83.50 per ton for dry salt; this year treated salt came in at $123.28 per ton and dry at $103.28. Staff said the county anticipates needing about 8,000 tons, placed an order for 9,000 tons and budgeted up to 120% (10,800 tons) to allow flexibility. At the treated‑salt price, the maximum appropriation calculates to $1,331,424 (10,800 tons × $123.28/ton). Committee members and staff noted regional price pressure and the fact that a major supplier that bid last year (Cargill) did not bid in Illinois this cycle. The committee approved the salt purchase by roll call.

The committee also approved an intergovernmental agreement using Economic Development Program (EDP) funds for Kirk at Douglas Road Phase 3 work (to ensure Aldi receives the same EDP reimbursement), a selection of WBK Engineering for Phase 3 construction engineering at Kirk/Douglas ($194,905.78), and a $25 million INFRA/IDOT construction and construction‑engineering agreement for Randall/Overhols Road plus a local agency agreement to route federal/state funds through IDOT to the county.

Procurement items included two pavement‑marking contracts: a paint pavement‑marking contract (preformed traffic control systems) for $694,366 and a urethane pavement‑marking contract with Precision Pavement Markings, Inc. for $617,718. Staff noted both bids did not meet the Responsible Bidders Ordinance guidelines but complied with other sections of the Kane County purchasing ordinance. The committee voted to approve both contracts.
