Tecumseh council declares downtown blighted, approves redevelopment plan and zoning changes

The Tecumseh City Council unanimously adopted a resolution declaring the defined downtown redevelopment area “Blight and Substandard” and approved a Phase I Downtown Revitalization (DTR) Plan intended to guide redevelopment and new housing in the downtown core. The council also passed an ordinance amending the Tecumseh Zoning Ordinance to permit single-family detached, single-family attached and two-family (duplex) dwellings in the downtown zoning district.
City Attorney Bruce Dalluge opened the public hearings and explained the legal standard and implications of a blight determination for redevelopment incentives and project eligibility. Councilmember Alicia Brommer introduced Resolution 2025-15 to declare the downtown area blighted; the motion was seconded by Lorie Topp and passed with all five present members voting aye (Lance Beethe, Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp); Travis Goracke was recorded absent.
The council then considered zoning changes that delete §5.12.03.14 and add §§5.12.02.13–.15 to allow new housing types downtown. Lance Beethe moved to introduce the ordinance and to waive the statutory rule requiring title reading on three different days; Tyler Speckmann seconded the motion. A follow-up motion by Beethe, seconded by Brommer, approved final passage and publication in pamphlet form. The vote on final passage was unanimous among members present.
Councilmember Brian Britt moved to approve the Downtown Revitalization Project Phase I Plan prepared by Hanna:Keelan Associates (dated August 2025); Lorie Topp seconded. The council approved the plan unanimously. The council record shows the city has saved the required match for the NDOT DTR project, which had a low bid reported at $11,341,735.40, and economic development staff reported demolition work is slated to begin next week contingent on award details.
During discussion members of the public raised concerns about downtown historic-building upkeep, vacant buildings and absentee owners who do not maintain shared party walls. Council members said staff will draft potential policies or ordinances to address upkeep and enforcement but emphasized that multiple considerations must be weighed before adoption.
The ordinance changes and the DTR Phase I approval are expected to be published in pamphlet form as required by local process. No additional votes were recorded on amendments to the ordinance; the record indicates final passage occurred the same evening. The council adjourned at 5:55 p.m.
