The Clinton City Council unanimously approved updates to the FY2026–27 fee schedule on June 22, adding charges to align with upcoming programs and service changes.
City Manager Trevor Cahoon summarized the package: the city will roll out a mandatory recycling program with cart deliveries in August and the first collection in September; residents will have a 60‑day opt‑out window and those who do not opt out will be charged a default $6 per month beginning Oct. 1. The council also added a one‑time chicken registration fee, a previously adopted item that had not been listed on the schedule, and a recording fee for accessory dwelling units.
Staff outlined an additional pass‑through fee tied to dispatch services: the fee would only be charged if the city completes a planned migration of dispatch services to Layton; the anticipated effective date is Oct. 1 but collection will be delayed until the service is active.
Council member Spencer Arvey moved to adopt the fee schedule updates; the motion was seconded by Council member Dane Searle and passed by unanimous roll call.
Mayor Doherty and staff said implementation steps and outreach will follow in coming weeks to notify residents about cart delivery, opt‑out procedures and exact charges before billing begins.
