Oak Brook Park District approves routine policies, contract changes and school-program agreement

At its Aug. 19 meeting the Oak Brook Park District Board of Commissioners approved a package of routine governance and operational items, including adoption of multiple policy resolutions, a fitness equipment lease, an amendment to the intergovernmental agreement with Butler School District #53 for the Dolphin Station before-and-after-school program, an ordinance declaring surplus property, and a contract change order for asphalt paving.
Commissioner Suleiman moved and Commissioner Gondek seconded the motions for each item; all motions passed by roll call with Commissioners Gondek, Suleiman, Vescovi and President Knitter voting yes and Commissioner Ivkovic Kelley recorded absent. Resolutions adopted included No. 24-0819 (Rules for Addressing the Board), 24-0820 (Investment Policy amendment), 24-0821 (Capital Improvement Policy), and 24-0822 (Financial Reporting Policy). The board also approved Resolution No. 24-0916 authorizing the district’s attorney to intervene in commercial property tax assessment appeals.
CFO Marco Salinas reviewed first-quarter budget conditions and reported surpluses in the General, Recreation and Tennis Funds, noting seasonal timing (pools and camps winding down) affects August numbers. Mr. Salinas introduced the tax-appeal intervention resolution after contact from the district’s attorney regarding commercial assessment appeals. Robert Pechous reported recent program successes (including a Spike Ball tournament), noted the pavilion continues to host events, and said cameras at the concession stand are now monitored by police.
The board waived rules to consider and approve time-sensitive items at the meeting, including an amendment to the intergovernmental agreement with Butler School District #53 to continue Dolphin Station for school years 2024–25 through 2027–28. The board also waived rules and approved Ordinance 24-0819 declaring specified personal property surplus and authorizing its conveyance or sale.
On a separate motion the board approved Resolution 24-0824 authorizing a change order with Evans and Son Blacktop, Inc. to increase the contract price for asphalt paving, a cost increase Mr. Johnson said was necessary because of an unexpected village water-main replacement.
President Knitter announced the next regular meeting will be Sept. 16, 2024; the meeting adjourned at 7:26 p.m.
