Greendale Redevelopment Commission designates Main Street project area to pursue CDBG/Stellar eligibility

On June 16 the Greendale Redevelopment Commission adopted Resolution 202603, a declaratory resolution designating the Greendale Main Street project area as a redevelopment/project area to pursue eligibility for federal CDBG (Community Development Block Grant) funds used in the city’s Stellar application.

Anthony, a city staff member, explained the designation relies on the prior Main Street plan for the Ridge Avenue, Brown Street and Kansas Street corridor and is a statutory path to eligibility for CDBG/Stellar funds. "It's your path to eligibility for the CDBG," Anthony said. He and other staff emphasized the declaratory designation itself does not require the commission to spend city funds; any property acquisitions in the plan would be voluntary and at fair market value.

Staff described the procedural steps after the commission vote: Planning Commission review for consistency with the comprehensive plan, City Council consideration, a public hearing on redevelopment and then a confirmatory resolution. The commission voted to adopt the declaratory resolution and forward the plan through the established review process.

The staff packet includes a map (Exhibit B) and a parcel list as exhibits; staff said those exhibits define the project area from the city entrance to Broadway Street and back to Brown and Kansas. Commission members asked about homeowner impact; staff said there would be no automatic tax changes and that any acquisitions mentioned in the plan would be voluntary.

The adoption establishes a local framework should the city pursue grant funded improvements and does not immediately create a TIF district or obligate city expenditure.
