The Hampton County School District board approved the administration’s recommendation to contract with Cummings Group for capital program management and coordination services, following an RFP that produced four finalists.
CFO Kathy Clarkia summarized the evaluation process and said Cummings Group scored highest on the panel’s criteria. Trustees asked whether the engagement required a retainer; staff said there is no retainer and that Cummings Group would be paid on a project basis from capital funding as projects are authorized.
Dr. Sheffield and board members discussed how the firm’s fees would be presented when the district brings specific capital projects forward; Clarkia explained proposers provided both all‑at‑once and staggered project cost scenarios and the final invoicing would reflect the actual scope and time charged for individual projects.
A motion to accept the CFO’s recommendation carried with the board’s approval.
Board members said they expect staff to continue presenting funding plans and project scopes before any billable work is begun.
