St. Francois County commissioners approved a memorandum of understanding governing the county trustee role and voted to appoint Haley Smith to the position.
Staff summarized the MOU, saying the trustee's pay is 10% of all costs, the fee is added to the property purchase price, and the agreement automatically renews annually unless either party seeks renegotiation. The MOU includes a prohibition that the trustee may not purchase a property listed for sale and requires no financial involvement by the trustee in listed properties.
A motion to approve the MOU was moved and seconded and approved by voice vote. The board then moved to appoint Haley Smith as the new trustee; that appointment was also approved by voice vote. One presenter said the trustee arrangement is intended to return properties to the tax rolls and staff noted the county currently has about 369 properties listed for sale and that the trustee's work will be used to help list and sell those properties.
Next steps: staff said property listings and prices will be posted on the county website and sales processes will continue under the new trustee arrangement.
