Sharon MSOC hears project updates, flags landfill interconnection delays and data-access issues

The Town of Sharon Municipal Solar Oversight Committee on May 14, 2026 welcomed Eden Floyd as the new Town Energy Manager and heard updates on several municipal solar projects, including the Mountain Street Landfill array, a library rooftop installation and school canopy projects.
Floyd, the incoming Town Energy Manager, has begun projecting electricity consumption for large metered accounts, reviewing the allocation of net-meter credits (including credits associated with the Syncarpha solar farm) and planning updates to the town's Schedule Z. Committee members said they will seek to provide Floyd higher-level access to the town's solar production data, which is currently restricted on the public kiosk.
Members were particularly concerned about the Mountain Street Landfill project: while panels are installed, the town reported DSD delayed installation of the pad for the battery and transformer. Mechanical completion was deferred to third quarter 2026, and the town noted Eversource's notice-to-operate process could take up to 120 days after mechanical completion. Committee members asked for a project plan and noted that lease revenues from the project are not included in the town's base budget; Arnold Wallenstein said he will review the applicable lease provisions.
The committee also reviewed the Library rooftop project, which Solect has assigned construction manager Andrew Theocles to coordinate with library facilities manager Randy Gagne; construction is expected to proceed in June. For the Pond Street canopy project and the Middle School canopy, Ellen Whitemore said canopy construction will occur after Labor Day and that she is meeting with DPW staff on an alternative parking plan. George Aronson said he will follow up with Whitemore on how off-bill credits will be allocated once Floyd addresses credit allocations.
Members raised a separate operational issue about public access to historical production data on the town's solar projects portal and kiosk; the committee agreed to pursue higher access rights for the Town Energy Manager so staff can review historical production data and allocations.
The committee also received an introduction from REC Solar representatives about their new ownership of the Well #5 and Middle School PV project LLCs and their planned operations arrangements; the committee later recommended a lease amendment to reflect the ownership change (see separate article). The meeting adjourned at 6:00 p.m.; the next meeting was tentatively scheduled for June 15, 2026 on Zoom.
