Audubon County creates County Compensation Board under new state law

Audubon County supervisors on July 16 voted to establish a county Compensation Board as authorized by Iowa Code Section 331.905, amended by the 2024 legislative changes. The board adopted Resolution 2024-41, which specifies a seven-member board composed of county residents appointed by county officials and sets staggered initial terms.
Under the resolution, two members will be appointed by the Board of Supervisors and one member each by the county auditor, county attorney, county recorder and county treasurer; appointees must not be officers or employees of the state or a political subdivision. The resolution directs the county’s elected officials to submit their appointments by Oct. 1, 2024. The resolution also sets initial term lengths: representatives of the Auditor, Sheriff and Board of Supervisors will serve initial four-year terms; representatives of the Attorney, Recorder and Treasurer will serve initial two-year terms. The board applied the resolution retroactively to July 1, 2024.
The decision followed department-head discussion favoring use of a Compensation Board for FY25. The motion to adopt the resolution was made by Rick Thompson and seconded by Heath Hansen; the minutes record the vote as unanimous.
What happens next: Elected officials will nominate their appointees by Oct. 1, 2024, and the board will proceed with the Compensation Board’s membership and subsequent pay recommendations for county officials.
