Leacock supervisors grant multiple land-development extensions and conditional approvals

The Leacock Township Board of Supervisors on March 16 unanimously approved several routine and development actions, including extensions of time and conditional approvals for multiple land-development plans.
The board approved the March 3 meeting minutes, the bills-to-pay list and the treasurer’s report by unanimous votes. Chair Mike Sensenig presided.
The board granted a 90-day extension for King’s Painting (Plan #LAN-LEA-22-10) to June 15, 2026, after Matthew Mack of Mack Engineering told the board delays in coordinating with Amtrak had held up piping changes. The motion to extend was moved by Supervisor Donald Gentzler and seconded by Supervisor James Donovan and passed unanimously.
For Farmco (Plan #LAN-LEA-24-02 at 2937 Harvest Drive), the board approved several site-specific deferrals and modifications and granted conditional approval contingent on resolving items in a Hanover Review Letter dated March 16, 2026. The board deferred compliance with Subdivision and Land Development Ordinance §265-24.A(7) (vehicular parking lighting) until any rental business occurs, deferred §265-23.D (cartway and ROW improvements) until township determination of necessity, and approved stormwater and slope modifications including a 5:1 loading ratio under §302.A.2.C and slope modifications under §§307.A.2 and 307.B.1.b(2). Supervisor Frank Howe, Supervisor Donald Gentzler and Supervisor James Donovan each sponsored motions to approve the changes; all motions passed unanimously.
The board also granted a 90-day extension for the Weavertown Mennonite School Final Land Development Plan (Plan #LAN-LEA-WEA24 at 73 Orchard Rd.) until June 15, 2026. The motion was moved by Supervisor Carl Smucker and seconded by Supervisor James Donovan and passed unanimously.
Jason Shaner of Impact Engineering presented the Sam Lapp major stormwater plan (Plan #2025-060) for Irishtown Road. The board approved a modification to loading-ratio requirements in §253-15.A(2)(c) and §253-20.C(2)(a)(2), then granted conditional approval for the plan; both motions passed unanimously (moved by Supervisor Donald Gentzler and Supervisor Frank Howe, seconded by Supervisor James Donovan).
A proposed subdivision by Elmer and Martha Esh for a 22-acre parcel on Colonial Road that lacks road frontage was tabled at the applicant’s request.
The board took no controversial or split votes; all listed motions on development items and routine business passed by unanimous vote. The meeting adjourned at 5:05 p.m.
