The Walworth County Children with Disabilities Education Board (CDEB) discussed a draft SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis at its May 20 meeting, with members warning that recent federal policy changes and unstable reimbursement streams are making budget planning difficult.
Chair Brian Holt said the committee should record the “threat of not being able to build predictable strategies due to funding uncertainty,” noting that changes at the federal level have complicated state and local funding forecasts. County Administrator Mark W. Luberda introduced the memorandum and the draft SWOT and asked board members to provide recommendations and suggested motions to refine the document for later approval.
Director of Special Education Matthew Huettl emphasized the importance of maintaining “strong relationships with partner school districts for ongoing collaboration,” saying intergovernmental cooperation should be listed as an opportunity in the SWOT. Supervisor Joanne Laufenberg referred to a distributed document of suggested edits and the group discussed adjustments to reflect cross‑committee priorities.
There was no formal motion recorded to adopt the SWOT at this meeting; Luberda said the goal was for members to offer recommendations or suggestions that could be converted into a motion. The board did not take formal action on the SWOT document during the session.
The CDEB’s next steps, as described by staff, are to incorporate member feedback into the draft SWOT and return a revised document for formal consideration. The finalized SWOT and any recommended motions are expected to be advanced according to the board’s normal procedures.
