Commission to request change in grant scope to phase courthouse elevator modernization

At its June 11 meeting the Upshur County Commission approved pursuing a phased approach to the courthouse elevator modernization project and authorized staff to draft a Change in Scope of Work letter to the grantor so Phase I can be completed this funding cycle.
Phil Davis of Danhill Construction proposed splitting the modernization into two phases. Assistant County Administrator Cindy M. Hughes told the commission that the current grant funds must be spent by year end; she recommended requesting a formal change in scope for this funding cycle to permit Phase I work to proceed. The item had been tabled previously after the May 7 bid opening; the commission provided guidance to pursue Phase I but noted the granting authority must approve the change.
Commissioner Samuel R. Nolte moved to approve drafting the change‑in‑scope letter; Commission President Kristie G. Tenney seconded the motion. The motion passed unanimously. Staff indicated they will prepare the letter for submission to the awarding agency and report back at subsequent meetings.
