Denton County commissioners approve replat, contracts and budget changes, including HOK amendment

Procurement and contracts: The court approved a contract with Dallas Store Door and Supply for upgrades at the Briwood property, authorizing $189,100 for replacement of locks, hardware and commercial doors under the Buy Board cooperative contract (no. 75724). The court also approved Amendment 4 to the architectural services agreement with HOK for the Denton County Courts building expansion, which adds construction-document services and increases the not-to-exceed total for scopes 1–3 to $4,819,861; staff noted HOK provided a letter confirming that certain ASR-related work had not started or been completed.
Budget amendments and land purchase funding: The court approved Budget Amendment Request 2026301 to transfer $463,500 from the permanent improvement fund contingency toward a farm and ranch contract to purchase approximately 16.2572 acres on Milm Road. Separately, the sheriff's administration request (Budget Request 2026299) to move $17,659 from capital equipment to technology capital was approved to place prior shelter purchases in the correct spending category, and a $50,000 transfer within law enforcement facility accounts was approved to cover increased maintenance costs.
Technology and courts: The court authorized an amendment terminating the Modria online dispute-resolution subscription with Tyler Technologies, as recommended by the Justices of the Peace and county IT leadership. The court also approved peace officer training reimbursement agreements for named students.
Votes and motion practice: Most items were approved by motion, second and unanimous voice vote; the minutes record that motions "carried unanimously" for the items listed above.
Why it matters: The approved contract increases and budget transfers affect county capital projects, facilities maintenance and land holdings. The HOK amendment in particular increases the project budgeted design services and will advance the courts expansion work toward construction documents.
Next steps: Staff indicated follow-up walkthroughs and public postings of backup materials where appropriate; an executive session was convened at 9:45 a.m. for litigation and real-property deliberations.
