Davis County OKs three-year interlocal for centralized dispatch; chair abstains

The Davis County Commission on June 2 approved a three-year Interlocal Cooperation Master Agreement to centralize emergency dispatch services into an Emergency Communications Center (ECC) operated by Layton City.
Chief Deputy Arnold Butcher presented the agreement, describing a cost-allocation formula based on call volumes, deputies dispatched, and residents served. Butcher said the centralization is expected to improve public safety across Davis County while keeping costs roughly equivalent to current expenses.
The motion to approve was recorded as aye votes from Vice Chair Bob Stevenson and Commissioner Lorene Kamalu, with Chair John Crofts abstaining. Crofts later explained he abstained because the feasibility study and initial decisions occurred before he joined the Commission and because he had been excluded from some subsequent meetings.
The agreement will take effect upon execution and run for three years; final payable amounts will be determined by the formula set out in the contract.
