Council modernizes purchasing rules to speed routine procurement

City Attorney Couch explained that the updated ordinance rewrites and clarifies purchasing thresholds, professional-services treatment and approvals so department heads and staff have clearer authority and fewer procedural questions. The rewrite was framed as a response to repeated operational questions and to reduce the need for council action on small, routine purchases.
Council members said clearer procurement rules would help fix situations in which small repairs or purchases were delayed by unclear procedures. The ordinance was adopted on second reading with unanimous support.
