Commission asks for Phase I contamination study on foreclosed property

City staff and commissioners discussed a foreclosed property that formerly contained a building station and may have contamination concerns. Mr. Walker recommended a Phase I contamination study to determine environmental liability before the city assumes ownership.
Mr. Walker said that once ownership transfers "the minute you touch property with ownership you are... it's yours and the clean up is yours as well," and recommended staff contact a remediation firm to price a Phase I assessment and report back. He said state cleanup funds can be available but that those programs often take time.
The commission asked whether the study cost could be covered by the party pursuing foreclosure and directed staff to obtain cost estimates and to return with additional information; no final decision to accept the property was made at the meeting.
