The Elk County Board of Commissioners on Tuesday approved settlement contracts resolving arbitration with county labor groups, the board’s chief clerk said.
Chief Clerk Pat Rob told commissioners the county reached agreements after arbitration for the prison personnel (United Mine Workers reference on the agenda) and court-related staff. "We received an arbitration award and we have just received the final contracts," Rob said, summarizing the cost-of-living adjustments negotiated for the contract period.
Rob described the wage schedule included in the settlements: a 2.25% increase for 2025 (applied retroactively), 3.0% for 2026, 2.75% for 2027 and 3.0% for 2028. He said aside from those wage steps the contracts contain only modest policy and term updates. Commissioners moved to approve the contracts and carried the motions by voice vote.
The contracts as described will run through Dec. 31, 2028, Rob said. He characterized the agreements as within the county’s negotiation expectations and noted county officials view these groups as performing tough, essential work.
The board recorded no roll-call tallies in the public minutes; approval occurred by voice vote during the meeting. The contracts were described in open session as finalized and signed following arbitration; commissioners did not outline further implementation steps in the meeting.
