Sweetser council appoints interim marshal, approves engineering contract and routine purchases

Kyle Taylor, chair of the Sweetser Town Council, called the meeting to order at 7 p.m. on Feb. 27. The council approved the Jan. 13 minutes and routine payroll and bills dockets before addressing departmental business.
The council appointed Deputy Brad Moore interim Town Marshal at $30 per hour, effective Feb. 27, 2025, after Brad said he would serve on an interim basis but would not seek the permanent post. The motion to appoint Moore was made by Travis LeMaster and seconded by Tyler Wineinger; the motion passed with Councilmember Matt Moore recorded as abstaining.
On public-safety equipment and personnel, the council approved spending of up to $400 for a commemorative acrylic-encased badge to honor former Marshal Ryan Hornback’s 11 years of service and declared an old police department computer and Kenwood radio batteries surplus. Council members discussed replacing radios and tasers and recommended implementing tracking for issued equipment.
As part of maintenance and utilities work, the council accepted a $2,025 bid from Reliant Electric to run new wiring to a well pump at the treatment plant. The council heard that repairs to the plant’s ultraviolet (UV) system are nearly complete and that parts for the rotating drum screen and new floats for the Eagle Drive lift station have been ordered.
Continuing infrastructure work included approval of a contract with HWC Engineering for $87,500 to complete an HSIP (Highway Safety Improvement Program) engineering contract for the Main Street trail crossing. The council was told the HSIP contract is a 90/10 reimbursable grant, leaving an estimated town cost of $8,750 after reimbursement. The motion to enter the HWC contract was approved unanimously.
The council also reviewed a proposal from Kleinpeter Financial Group and tabled action on contracting for financial consulting. Members approved up to $1,000 for a recycled-material "Biscuit Bench" for the Dog Park in memory of Tom Walters; the bench cost is $855. Several administrative items were handled, including payroll/bills approval and scheduling the next meeting for March 13, 2025, at 7 p.m.
