The Liberty County Development Authority requested county participation to fund a three-year retail market study at a total cost of $50,000. Commissioners debated the return on investment and whether the county should create or expand a county-level development authority to coordinate efforts, but ultimately approved the county�s share. Supporters said comparable past efforts helped catalyze economic activity in key corridors; skeptics said some deliverables (SWOT analysis, comparables) were things the county and staff already discuss and suggested stronger municipal coordination.
The Board approved the annual commitment; staff will forward the study scope and cooperative framework and seek coordination with municipalities and the Chamber of Commerce.
