Envisio proposes performance-management software, implementation and training for Highland

Envisio told the Council it provides software and professional services to track strategic plans, projects and performance measures and to publish public-facing dashboards that increase transparency. The company emphasized an implementation approach led by planning and performance coaches, weekly consultation sessions during build, and a customer success manager for ongoing adoption support.

Company materials listed a Year 1 package that combined software licensing, implementation workshops and pilot services; the written quote included itemized fees and recommended a five-year subscription term with a 5% annual increase beginning in year two. Envisio also presented procurement options including direct purchase, sole-source justification and cooperative purchasing through NASPO/OMNIA. The packet described multi-phase implementation timelines (plans: ~8 weeks; operational planning and measures: 3–4 months) and deliverables such as dashboards, five best-practice reports, and staff training.

Councilors did not award a contract at the study session; staff and council members will compare the Envisio materials with other options and determine whether to proceed with competitive procurement, cooperative contract use, or a direct MSA.
