River Ridge board authorizes gatehouse redesign and approves master signage plan

The River Ridge CDD on Oct. 22 authorized Bowman Consulting to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses, and approved a separate Bowman Consulting Group proposal to provide landscape-architecture services for a Pelican Sound master signage/monument replacement program.
Eric Long described the gatehouse effort as a "facelift" rather than demolition; the main gate will be removed and redesigned due to repeated vehicle strikes. Discussion covered zoning, elevation certificates, and construction coordination. The board discussed booking a $62,500 up-front design cost as a reimbursable deferred expense to be invoiced when financing is issued; Mr. Krebs said new elevation certificates may be required and Mr. Long indicated design and permitting will take roughly 12 to 18 months with construction planned to begin in 2026. The board approved authorizing Bowman to retain RG Architects under Bowman's standard terms and authorized the chair to execute documents after counsel and manager review on a motion by Kurt Blumenthal, seconded by Terry Mountford (unanimous).
Separately, the board unanimously approved the Bowman Consulting Group proposal to replace monuments across the district and neighborhoods; neighborhood monument replacement costs are to be budgeted under Pelican Sound replacement reserves. Mr. Krebs asked staff to correct signage text errors (one sign should read "Southern Hills Drive," not "Southern Hills Court") and follow up with the sign vendor.
The board agreed Mr. Long will lead the gatehouse efforts and Mr. Blumenthal will serve as board liaison for monthly updates. Renderings and 3D visuals from RG were discussed as helpful tools for neighborhood engagement.
No contract amounts beyond the discussed $62,500 reimbursable design booking were finalized for construction; staff will return with subconsultant agreements and task authorizations as required for counsel and manager review.
