Town Attorney Charlie Barrow told the Town of Thunderbolt Planning & Zoning Commission on Jan. 16 that the intent of the Victory Drive District design requirements was to apply across the entire district but the ordinance language as written did not reflect that intent. Barrow said he will draft corrective language and begin the amendment process.
Zoning Administrator and Town Clerk Deatre Denion explained that the town's updated ordinances for River Drive and Victory Drive had been provided in the commissioners' packets but not yet updated in Municode, and that a recent building permit for an accessory structure on Mechanics Avenue was issued without the commission's review because the building inspector did not realize that property fell within the overlay.
Commissioners discussed whether architectural-design provisions should refer to 'Victory Drive' or the broader 'Victory Drive District.' Members also raised the possibility of limiting accessory-building size so that an accessory structure cannot exceed a percentage of the primary building; the board directed that discussion and any proposed numeric limits appear on a future agenda.
Building Inspector Bob Fischer reported that the accessory building at 2602 Mechanics Ave is complete and that owners plan to install a fence and vegetated buffers; commissioners said the owners must appear before the board to request fence approval. The commission adjourned after taking these procedural steps.
