Fulton County commissioners approve routine resolutions, authorize IV‑D contract and workforce sub‑grant; cancel three upcoming sessions

The contract term is Jan. 1–Dec. 31, 2026, and the board recorded that the agreement shall not exceed $62,012.73. The resolution cites Title IV‑D of the Social Security Act, Ohio Revised Code §§3125.13 and 3125.14, and OAC Rule 5101:12-10-45 as the statutory basis for contracting for IV‑D services. The motion to enter the contract was made and seconded on the record and the board voted 2-0 to approve the measure.
Commissioners also authorized Sub‑Grant Agreement 2026-30 with the Greater Ohio Workforce Board, Inc. (Local Area 7) to provide workforce development services for the period July 1, 2026, through June 30, 2028. The resolution authorizes the board president to sign the sub‑grant agreement; the motion passed 2-0.
In other business, the board approved Resolution 2026-183 to accept a proposed payment plan for the Northeast Water System tied to the account for 16111 State Route 64 in Metamora (account #100541; parcel #01-000812-02.000), referencing an earlier county resolution (2012-760) that established payment-plan terms. The commissioners approved appropriation adjustments and transfers under Resolution 2026-179 — including a $5,000 increase to Filing Fees-BOE and various postage transfers — and signed Resolution 2026-186 to adopt a purchase-order edit list procedure and approve submitted travel requests.
The board voted to cancel three upcoming regular sessions — March 17 (Resolution 2026-180), March 24 (Resolution 2026-181) and March 26 (Resolution 2026-182) — citing a lack of quorum. Each cancellation resolution passed 2-0 and includes the usual finding that formal actions were adopted in compliance with Section 121.22 of the Ohio Revised Code.
All motions recorded in the minutes were approved by a 2-0 vote (Jeff Rupp and Joe Short voting aye). The meeting adjourned after the approvals and procedural items were completed; the minutes and signatures were attested by Jessica Schuette, clerk.
