Fulton County commissioners approve routine business, authorize PY2026 CDBG RFP

Fulton County Commissioners on March 3 approved a slate of routine resolutions and authorized an advertisement seeking nonprofit proposals for the county’s PY2026 Community Development Block Grant (CDBG) services during a meeting in Wauseon.
The board, with Commissioner Joe Short and Commissioner Jeff Rupp present and Commissioner Jon Rupp marked absent, opened the session with the Pledge of Allegiance and a brief prayer. Commissioner Jeff Rupp moved to approve the minutes of the Feb. 26 meeting; Commissioner Joe Short seconded and the motion passed, 2-0.
The commissioners then approved the meeting agenda as presented, authorized payment of bills following certification by the county auditor, and approved a set of appropriations increases and an intra-department transfer. Resolution 2026-154 increased appropriations by line items that included $31,000 for Professional Services—IT (account 6000-63800-5-41100), $11,380 for Computer Support—COC (2221-12120-5-41200) and a $2,895 Grant Refund—BOE (1000-11500-5-96101). The board also transferred $4,050 from Office Equipment—Juvenile Court (2224-12129-5-61300) to Computer Maintenance—Juvenile Court (2224-12129-5-41200).
The board adopted Resolution 2026-155 authorizing the county to solicit statements of qualifications from nonprofit agencies to perform functions under Fulton County’s PY2026 CDBG program, including Community Housing Impact & Preservation (CHIP), residential public infrastructure, economic development and the revolving loan fund programs. The notice directs submissions to the Fulton County Commissioners’ office, attn: Jessica Schuette, Clerk, 152 South Fulton Street, Suite 270, Wauseon, OH 43567, and sets a submittal deadline of 4:00 p.m. on March 24, 2026; the county will publish the notice on www.fultoncountyoh.com.
The board also approved Resolution 2026-156 to accept a Purchase Order computer edit list prepared by the Fulton County Auditor to be kept on file in the Commissioners’ Office in lieu of journalizing each individual purchase order, and approved travel requests as submitted.
All formal motions recorded in open session passed by a 2-0 vote. The meeting closed shortly after the approvals and adjournment was moved by Commissioner Joe Short.
