"One of them is pretty critical. It's underneath the railroad tracks and we really don't want to deal with the permitting from the railroad company," the public works representative said, citing urgency and permitting complexity.
Members noted the sewer utility has not raised rates since 2017–18, that operating costs and supply prices have risen substantially, and that some funds exist in an infrastructure account to cover the immediate work. The public works representative recommended bringing both proposals back to the board for review and to discuss whether rate adjustments should be considered.
A council member moved—and another seconded—to contact the contractors and bring costed proposals and rate information to the next meeting for formal consideration. The motion passed by consensus in the meeting record and staff was directed to prepare the proposals and supporting materials.
The board did not adopt a final procurement contract at the meeting; it asked staff to present the proposals, permitting considerations (railroad and other approvals), and the rate-study implications at the next meeting.
