Committee hears update on illegal dumping, staffing shortfall and need for better communications

Lisa Bauknecht, Solid Waste Director, told the committee the Solid Waste Department is actively cleaning the transfer station, demo site and metal pile areas but is down one yard worker and that cleanup of illegally dumped materials is consuming staff time.
Bauknecht showed photographs of improperly dumped loads at the demo area and said reports are made to the Oneida County Sheriff’s Office when sufficient identifying information (names or license plates) is available. Committee member Kyle Timmons asked about surveillance options; Bauknecht said cameras are not currently installed because the department lacks fiber‑optic service. Chad Metzger of Lakeland Disposal suggested using Starlink‑connected cameras that would not require fiber. Committee members said they would discuss the expense and consult the IT Director, Jason Rhodes. Bauknecht also reported additional “under surveillance” signs have been installed.
On public communications, Bauknecht said she has contacted IT Director Jason Rhodes after the Facebook page was approved but had not received a response; she will follow up because a Facebook page could provide timely closure notices and other operational updates. On composting, Bauknecht said monthly reporting on the compost/fiber‑cake issue continues and that she has queried regulators about onsite distribution options and grant opportunities but has not yet received responses. The committee listed staffing updates, the Facebook page, and the school trade program disposal assistance policy as future agenda items.
