Planning commission clears conditional use for restaurant at 3983 Darrell Road

The Stow City Planning Commission voted to approve a conditional-use application (PC 2026-017) to establish an Italian restaurant at 3983 Darrell Road, the former Parasons location.

Planning staff said Parasons closed in May 2024 and the property has been vacant for more than six months, triggering the requirement that any renewed use meet current code. Staff reviewed the applicant materials and said the proposal meets conditional-use criteria in the C-1 district, including considerations of drainage, utilities and neighborhood impact.

Staff read two emailed comments in support: Jack Mucci, who said he lives in a condo across the street and supports bringing a restaurant back, and Janice Jones and Kimberly Mills, immediate neighbors who asked that the existing vinyl fence remain in good repair and that the current evergreens be retained for privacy. In person, Jeff Coyle of 1769 Brookwood introduced the applicants, saying they are motivated and plan to employ family members; Coyle identified the principals as Nader and Sue Fahmy. When a resident asked about a liquor license, Coyle said a liquor license is still owned by the property's principal and that securing it is part of the applicants’ negotiations.

A committee member moved to approve PC 2026-017 as presented. The commission recorded roll-call votes in favor and the motion carried. Staff reminded the applicant that the commission's approval will be forwarded to city council for final action on July 9, after which the applicants may file for permits.
