VTrans previews multimodal design guide to replace 1997 standards; seeks RPC input

VTrans staff outlined a multi-year effort to update the Vermont State Design Standards into a multimodal, context-based guide intended to bring state guidance into alignment with modern multimodal and accessibility practices. Matthew Arancio of VTrans said the current guidance dates from 1997 and that the rewrite will emphasize context-sensitive design, multimodal options, environmental stewardship, and resilience.
Arancio said the update is proceeding in three phases: content development and review (with a draft expected by Jan. 1, 2026), followed by implementation and training. The project team reviewed existing state technical guides and national precedents and hosted public meetings last fall. VHB is the consultant and Toole Design is a subcontractor. The guide’s approach will respond to future land-use contexts required by Act 181 and will coordinate with regional planning commissions.
Committee members asked whether the new guide will address urban adaptations and reference NACTO materials to allow municipalities more design flexibility. Arancio said VTrans will consider NACTO references in the urban chapter and that individual projects will determine what is feasible in practice. Members also pressed for guidance that benefits people with disabilities; Arancio said the process produced a modal hierarchy based on context that can prioritize people using nonmotorized modes over vehicles in appropriate settings.
VTrans posted project information and solicited input from municipalities and stakeholders as the update proceeds.
