The Harris Planning Commission voted March 2, 2025 to approve interim-use permits (IUPs) for two solar projects proposed for the same agricultural parcel, subject to final written permit conditions the commission will review by email.
The hearings for MinnSolar and Soltek were held simultaneously because the proposals concern the same parcel and similar development plans. Commissioners heard that the developers do not yet own the parcel but intend to purchase it after permits are approved; the IUP would allow the solar development in the city's R-2 district. Planning discussion focused on array setbacks, layout adjustments made since earlier concepts, and decommissioning arrangements.
Developers proposed establishing a $25,000 decommissioning escrow per project, funded at $5,000 per year for five years. Commission materials noted a combined total escrow of $50,000 covering both projects. Commissioner Shari Denny expressed concern about approving permits before the commission had a written permit document to review. Planning consultant Nathan Feist agreed to prepare a generic list of permit conditions and draft IUP documents for commissioners to review by email. Commissioner Denny moved to approve the IUPs contingent on that review; Chair Jeff Borash seconded and the motion carried.
No members of the public attended the hearing. The commission directed staff to document permit conditions, confirm setback measurements, and return final draft permit language for record-keeping and potential further action if revisions are required.
