CCRPC recommends updated FTA Title VI draft be forwarded to board for approval

Staff presented an updated CCRPC FTA Title VI Program draft (an update to the 2020 version) required every three years; the committee voted to recommend the draft be sent to the board for approval.
Emma Vaughn, communications manager, presented the CCRPC 2023 FTA Title VI Program memo and draft and explained the CCRPC receives Federal Transit Administration funding and must submit Title VI program reports every three years to comply with U.S. Department of Transportation regulations. “Most of this funding is passed through to Green Mountain Transit (GMT), and the CCRPC also qualifies as an FTA subrecipient,” Vaughn said.
Vaughn said staff worked with a consultant through a VTrans contract to identify necessary updates and recommended the draft be presented to the Board for approval. Elaine Haney asked whether the Equity Advisory Committee had been engaged given the report’s data; Vaughn and Anne Nelson Stoner said they have discussed ways to improve accountability and make the document more relatable. Charlie Baker clarified the document is transit-focused but pertains to CCRPC projects with transit connections rather than GMT’s internal operations.
The committee voted unanimously to recommend the FTA Title VI Program draft be sent to the board for approval.
