CCRPC approves Act 250 and Section 248 comment letters for multiple projects; Haystack Crossing passes with one abstention

On the GMP Bolton substation upgrade (Bolton, #23-3496-PET), Newton said the expansion will impact a mapped 50-foot river corridor and areas with slopes of 25% or more where prior infrastructure exists; CCRPC noted there is no feasible alternative to avoid additional impacts and deferred certain local determinations to the Town of Bolton. The committee approved the comment letter unanimously.
Aegis Renewable Energy’s net-metering petition for a 150 kW array at 850 College Parkway in Colchester (#23-3628-NMP) was found to meet Energy Goal #17; Newton noted that net-metering projects are required to include decommissioning plans, and the committee approved the letter unanimously.
For Haystack Crossing (Hinesburg, #4C135), Newton described a full project scenario and Phase I boundary adjustments for what the minutes record as a 68-lot subdivision creating multiple unit types across phases (e.g., 60 detached single-family homes and 50 congregate care units across the full project). CCRPC found the proposal in conformance with the ECOS Plan and approved the Act 250 application letter; the motion carried with one abstention by Michael Bissonette.
The committee recorded motions and approvals for each application letter and noted CCRPC will review project locations again with each future submittal as additional information becomes available.
