During the moratorium the county fee would still be collected through the interlocal agreement; the city would retain 50% of county collections per that agreement, which staff said would mitigate fiscal impacts during the review period. Commissioners voiced support for continuing the moratorium and asked staff to return with implementation steps and any necessary comp‑plan or LDR updates.
The item will be taken to the planning commission and returned to the board for final action; staff said they would consider asking Kimley‑Horn to present their findings to the commission if requested.
