Midland Station PILOT pulled from vote after board seeks more information

Michael George of Compass presented the financial analysis for Midland Station and said the revised pilot payment should make the district whole on a net basis during the 10-year abatement; he projected a net tax benefit in year 11 once the pilot ended. Developer representative Scott Shapiro described community outreach, a plan to exceed the city program’s 20% minimum workforce-affordable unit requirement, and an offer to expand discounted units for early-career teachers and paraeducators.
During Q&A board members pressed staff and the developer on enforceability and risk: how LFUCG would monitor compliance, what recourse the district would have if the developer altered the project, and whether the board would be held harmless if program requirements changed. Staff explained the typical LFUCG structure for a leaseback/pilot and that compliance issues would revert full taxation to the private owner.
A motion to approve the Midland Station PILOT was made but later withdrawn when board members requested more documentation and additional time to vet the agreement. Chair Tyler Murphy and Board member Penny Christian asked staff to continue working with the developer and to bring supplemental information to a future board meeting.
Next steps: staff and the developer will provide additional written materials and answers to the board’s outstanding questions; no final vote was taken on Midland Station at this meeting.
