Stone Park committee backs CIELO occupancy increase; split on extended hours

A Village of Stone Park committee meeting on Aug. 12 indicated conditional approval for an occupancy increase at CIELO, while rejecting a separate request to extend promoter hours.
Eduardo Rodriguez, identified to the committee as the founder and executive officer of San Jose Imports Inc., San Jose Trading, Invescomex Corporation and Dulcelandia Candy Stores, and his son Marco Antonio, vice president of Dulcelandia Candy Stores, presented a request for a 1,300-person occupancy increase for CIELO. Rodriguez told the board he arranged traffic control and patron transport, citing a contract with Top Tier Valet to provide on-site traffic control and a shuttle to a designated parking area at Swap‑O‑Rama (4600 W. Lake St., Melrose Park), which the presentation said can accommodate about 400 vehicles.
Trustee Loretta J. Teets asked whether the valet service would direct traffic at all times; Rodriguez said the shuttle and traffic control would be available to transport patrons and manage traffic "at all times," and that he would schedule a safety meeting with the Director of Public Safety and the Fire Marshal. The presentation to trustees also described screening and security measures the applicant said were in place, including ID scanning, bonded security personnel, multiple security checkpoints, metal detectors and numerous cameras.
Mayor Beniamino Mazzulla called for a show of hands to register committee support; the record shows six trustees raised their hands in favor of granting the occupancy increase subject to the stated conditions and limitations and pending the Fire Marshal’s inspection and formal occupancy approval.
A separate request from Viva JV LLC for extended promoter hours drew less support. Mayor Mazzulla said the requested extension would apply to the promoter rather than the business’s operating permit. The committee recorded two votes in favor and four against granting the extended hours. Trustees stated that any contract enabling later hours should include conditions such as music ending by 2:00 a.m., advance notice to the Police Department and prior event notification.
Next steps: the committee-level shows of support and opposition will be forwarded for formal consideration at the Board meeting; any occupancy increase will require final sign-off by the Fire Marshal and the Board.
