CCRPC approves $20,000 contract to begin racial equity work with Creative Discourse

The CCRPC Executive & Finance Committee on Feb. 3 approved entering into a contract with Creative Discourse to initiate a CCRPC racial equity effort, using $20,000 currently budgeted.
Charlie Baker described a three‑phase scope from Creative Discourse. Phase I would establish an internal CCRPC Equity Leadership Team (5–7 people, including 2–3 board members, staff and one Creative Discourse team member) and carry out an equity assessment through interviews with staff, board members, formal partners and community leaders to prepare for an Equity Summit. Phase II would create a broader Equity Work Group that includes municipal partners and community organizations (examples named in the packet include CVOEO, AALV, CHT) and host an Equity Summit in late fall or winter. Phase III focuses on implementation, including a mini‑summit and updates to CCRPC policies and the ECOS plan.
Charlie Baker said he and staff (Bryan Davis and Emma Vaughn) may perform much of the municipal outreach in Phase I to reduce consultant costs. Committee members agreed to approve entering into the contract; Andy Montroll moved, Catherine McMains seconded and the motion carried unanimously.
Next steps: staff will execute the contract using the budgeted $20,000 and return with proposed amendments or additional funding contingent on the FY22 UPWP process.
