Public works reports progress on sewer project, sludge testing and pond decommission plan

City public-works staff updated the council on sewer-project progress and sludge-handling plans at the Dec. 20 meeting.
Staff said contractors made significant progress this week, including work that allowed temporary internet to be restored at the old control building. Staff noted they are holding retainage until additional items are completed. On flow reporting, staff said November's official flow data have not been posted and that they expect to report several million gallons in recent activity; staff also said they have run two rounds of sludge testing with results "very low" and remarked that strength numbers were "in the 20s" for CBOD in the tests presented.
Public Works told the council they submitted a preliminary decommission plan for an old holding pond to PCA; staff said further testing of sludge solids is planned this winter and that options for disposal (land application, landfill, or other routes) are being evaluated. Staff emphasized regulatory limits on where sludge may be applied and that further PCA approval and potential funding are still uncertain.
No formal council action was taken on disposal method or decommissioning; staff said they will return with a fuller report and recommendations after testing and regulatory review.
