Oneida County Solid Waste Committee rebids vehicle scale project, awards leachate pre‑filtration contract

The Oneida County Solid Waste Committee voted June 22 to reject current bids for a vehicle weight scale and rebid the project after the Oneida County Highway Department removes the existing ramps and foundation, and separately awarded a $49,000 contract for a leachate pre‑filtration system.

Solid Waste Director Lisa Bauknecht reported the committee received three bids for the vehicle scale that assumed retaining the existing ramps and foundation: Capitol Scale, $92,910; Badger Scale, $200,748; and BSI, $146,098. Committee members said paying for an inspection that could still require ramp removal would be less cost‑effective than having the highway department remove the ramps and rebidding. "It would be best to remove them and start fresh," said Committee member Kyle Timmons.

Chairman Ted Cushing moved, and Billy Fried seconded, to reject the current bids and rebid the project. The motion carried with all ayes. The committee directed staff to have the Oneida County Highway Department remove the existing ramps and foundation and to readvertise the project for an additional two weeks; members indicated the approach should still allow enough time to complete the scale project this year.

On the leachate system, Bauknecht said the department received a single bid of $49,000 from Sand County Environmental. Committee member Billy Fried said he was comfortable awarding the work to Sand County Environmental and Cushing noted their site familiarity would be beneficial. Kyle Kilbourn moved to award the leachate pre‑filtration system to Sand County Environmental; Cushing seconded, and the motion passed with all ayes.

Next steps include removal of the ramps and rebidding the scale project and executing the contract with Sand County Environmental for the leachate pre‑filtration system. The committee listed scale bidding as a future agenda item for follow up.
