North Miami council approves CDBG/HOME action plan and advances procurement-code changes

The North Miami City Council on June 23 voted to authorize submission of its FY2026–27 annual action plan under the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program to the U.S. Department of Housing and Urban Development and, in a separate vote, advanced a first‑reading ordinance to update the city’s procurement code.
On Tab J the council opened a public hearing, heard no public comment, and approved a resolution authorizing the city manager to submit the FY2026–27 annual action plan to HUD and to execute necessary documents. The item passed unanimously 4–0.
On Tab K the council held first reading of an ordinance amending Chapter 7 (Finance) by renaming purchasing titles to procurement director, giving the city manager authority to appoint evaluation committees (or designate a designee), and permitting non‑voting technical advisers when appropriate. Administration said technical advisers could be city staff or outside specialists and that selection committee members typically serve without pay.
Council members asked for clarification on who appoints evaluation committee members and whether outside technical advisers would be city employees or external experts; the administration said the city manager (or designee) would appoint committees and that outside technical advisers would generally serve without pay.
The first reading passed 4–0. Because this was a first reading, council did not adopt the ordinance at this meeting; follow‑up will include scheduling of second reading/advertisement as required by code.
