Public-works update: NPDES permit samples, chlorine system switch and winter maintenance discussed

Ryan Oleson, Superintendent of Public Works, briefed the Kanawha City Council on routine operations and near-term infrastructure work at the Jan. 6 meeting.

Oleson reported the city has completed the NPDES permit application but noted two drawdown samples are missing; he said those samples will be collected at the spring drawdown. He outlined ongoing winter work, including snow removal and a winter bacteria maintenance program for the lagoons. Oleson also said staff has begun organizing fittings in the shop and is planning a switchover from the current disinfection approach to a liquid chlorine system; the change will require fabricating a stand to hold the bulk chlorine tank.

Council member Tim Lodin moved to approve the superintendent’s report; Dana Kraft seconded and the council approved the report unanimously. The council also approved the Sheriff’s report and the payment of listed vendor bills after motions earlier in the meeting. Later, the council postponed approval of exercising water-main shut-offs until staff completes a count of shut-offs. The meeting concluded after the council spent time working on the 2026-27 budget.
