Samuel C., a Hudson resident, told the City Council that three dogs living at 4643 Street have repeatedly attacked people and that the city has not enforced city code 5509. "Why is city code 5509 not being applied to these three dogs?" Samuel C. asked during the public-comment period, calling for a "direct public and open response" from elected officials.
