Comfrey council accepts CSAH 17 facility plan after public hearing

Mayor John Richter opened a public hearing April 8 on the CSAH Reconstruction Facility Plan and heard a presentation from Owen Todd and Rhett Oelke of engineering firm Bolton & Menk. The firm reviewed the project location, proposed improvements, a summary of alternatives, the selected option, the project schedule and potential rate impacts.
The hearing drew no comments from the public. Following the presentation, the council adopted a resolution receiving and accepting the Facility Plan for reconstruction of deteriorated underground infrastructure along and adjacent to CSAH 17 East from White Street to Dewey Avenue. The resolution passed on a motion by Councilmember Evers, a second by Councilmember Redman and carried unanimously.
Council also closed the public hearing at 6:37 p.m. on a motion by Arnsdorf and seconded by Evers. The adoption of the facility plan allows staff and engineers to proceed with the next design and scheduling steps identified in the plan; the resolution did not itself authorize construction funding or rate changes.
Bolton & Menk emphasized alternatives analysis and a selected option; the presentation materials and summary handout were provided to the council and the public. The council did not receive public comments or questions during the hearing.
The council's action establishes the formal acceptance of the planning document. Any future decisions about project financing, bidding, or construction will require separate council action.
