Putnam County commissioners voted June 9 to sign a letter of support requested by the Florida Department of Transportation (FDOT) for conceptual improvements at the CR‑315/State Road 100 intersection in Grandin.
Commissioner (speaker 3) described multiple prior proposals for the intersection — including roundabouts and an overpass — and said the current FDOT concept shows signalization with turning lanes and advance warning features. Several commissioners voiced caution about placing a signal at the crest of a hill where heavy sand trucks frequently travel, and asked FDOT to incorporate advance warning flashers and pre‑warning devices far enough from the crest to give drivers time to react.
Local residents and a pavement expert commented during public comment. Mike Sculepi, a contractor with decades of paving experience, urged support for advancing the concept into formal design and said the plans shown were conceptual and could be adjusted: "What you're looking at here in these plans is not a set of plans. This is an idea... you have options to adjust," he told the board.
After public comment and exchange, the board approved a motion to sign FDOT's requested letter of support to allow the project to proceed into public meetings and the design phase; commissioners said they expected further opportunities to refine engineering (rumble strips, pre‑warning signals, additional approaches to stopping heavy trucks) during design review.
The vote does not bind FDOT to a final design but signals local support to advance funding and design work; staff indicated additional public outreach and engineering adjustments will follow as FDOT develops the project.
