Denton trustees adopt Nebraska code update, authorize payment rules and approve property utility agreement

At its March 2 meeting the Village of Denton Board of Trustees approved Ordinance 26-3-1 adopting the Nebraska Basic Code of Ordinances (2025), passed Resolution 2026-3 authorizing routine payments by the clerk/treasurer, sold surplus hay via Resolution 2026-4, and authorized utility easement and connection documents for 9505 W Denton; routine claims were approved.
The Village of Denton Board of Trustees took several administrative and fiscal actions at its meeting March 2 at the Denton Community Center.
Ordinance update: Trustee Doug Rosekrans moved and Trustee Amanda Fangmeier seconded approval of Ordinance 26-3-1, adopting the Nebraska Basic Code of Ordinances, 2025, as the village’s codified ordinances. The board voted unanimously to waive the statutory requirement for three separate readings and approved the ordinance introduction and first reading.
Payment-authorization resolution: The board approved Resolution 2026-3, which authorizes the Municipal Clerk/Treasurer to make certain recurring payroll and other timely payments prior to formal board approval to avoid late penalties and ensure timely employee pay. The resolution cites the Fair Labor Standards Act, Neb. Rev. Stat. 48-1230, and Neb. Rev. Stat. 17-714 and directs that such payments be presented for board review at the next regular meeting.
Surplus sale: The board approved Resolution 2026-4 accepting the highest sealed bid of $31 from Jake Baker for eleven surplus hay bales and authorized the chair and clerk to complete the sale.
Property utility agreements: The board reviewed an ingress/egress, water main and sanitary sewer easement and approved a separate water and sewer connections and lagoon agreement for the property at 9505 W Denton. The minutes state the documents had been reviewed by the village attorney; Trustee Ryan Osborn moved and Trustee Trent Wheatley seconded a motion to authorize the board chair to sign the documents, and the motion carried.
Warning-track surfacing purchase: The board approved a bid of $23,250 for a new warning-track surfacing mix (presented by Blackledge and supplied by Odeys). Blackledge said he will contact DCAC to explore a potential contribution toward the cost.
Audit waiver and claims: Trustees approved an audit waiver request for FY2024–2025 and approved claims: Claims List A ($15,263.80), Claims List B ($5,199.60), February payroll ($9,452.09) and a Keno fund payment of $10,750. The meeting adjourned at 7:18 p.m.
The board announced a Planning Commission meeting on March 30 at 6:30 p.m. at the Denton Community Center and heard an update on the Great Plains Trail corridor.
