Council summarizes closed-session evaluation: city administrator 'meets expectations'

As required by Minnesota Statute 13D.05, subdivision 3A, the chair summarized the council’s closed-session evaluation of City Administrator Mike Roth from the Dec. 3 meeting. Reading from the scoring matrix, the chair reported multiple categories as meeting expectations and finance as exceeding expectations: "Overall leadership meets expectations. Effective communications more as expected. Staff engagement meets expectations. Work planning meets expectations. Operational responsibilities — finance — exceeds expectations. Composite score meets expectations," the chair said.

The chair thanked Roth "for his continued service, oversight of city departments, and valued work on city initiatives," and Roth replied, "I appreciate all your feedback and look forward to working with you next year as well." The summary is the public requirement after a closed performance-evaluation meeting; no disciplinary action or other personnel action was announced.

Next steps: Roth will present performance-based wage adjustments to department heads; the tentative agreement with the 'Ask Me' group (a separate labor matter) will be brought to membership for a vote before returning to council for final approval.
