The Hamilton County Drainage Board on June 8 approved a preliminary variance to address floodplain fill placed during construction at the Riverwest Development site.
Kimley‑Horn & Associates representatives said the area had been designed as a borrow pit that would provide compensatory storage but the developer sourced offsite soil during construction and used the area for staging instead. An as‑built topographic survey by Noblesville inspectors showed fill in the floodplain. Revised plans propose a dry compensatory storage basin on the west side of the site and placement of excess soil on the east side to achieve a 3:1 compensatory storage ratio.
Christopher Burke Engineering reviewed the plans and recommended approval. Steve Cash of the Surveyor’s Office noted this request is the first step in a two‑step variance approval process and will return to the Board in two weeks for final approval. Altman moved to approve the variance request; Dillinger seconded and the motion carried unanimously.
Next steps: the developer will submit final documentation and the item will return to the Drainage Board for final action.
