Task-force members recommended several fixes: ensure state remittances include or are paired with line-item descriptions, add dedicated grant line items in the chart of accounts, improve internal coding so incoming revenues are visible to department managers, and consider purchasing budgeting/reporting software used by peer counties.
The group also discussed capital planning and reserves: members said departments need a countywide five‑year capital plan and explicit reserve policies to prevent large projects from overwhelming a single budget year. They suggested a commission policy to codify capital planning and to integrate capital budgeting into the annual budget timeline.
No formal vote or commission action was taken during the meeting; the task force asked its members to draft a single recommendation document for the commission that would include reporting, policies and targeted drill-downs for specific departments.
