River Ridge CDD adopts FY2025 budget and imposes special assessments

The River Ridge Community Development District Board of Supervisors adopted its fiscal year 2024/2025 budget and approved a companion resolution imposing special assessments during a regular meeting Aug. 27, 2024.

District Manager Chuck Adams told the board the budget in the agenda contained scrivener errors, including a description for “Street sweeping” that was corrected. The public hearing on the proposed budget drew no speakers; on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board adopted Resolution 2024-07 relating to annual appropriations and the FY2025 budget "as amended," authorizing budget amendments. The fiscal year covered by the budget begins Oct. 1, 2024, and ends Sept. 30, 2025.

The board also opened and closed a public hearing on Resolution 2024-08, which makes a determination of benefit and imposes special assessments for FY2024/2025. No affected property owners spoke. Counsel recommended removing all references to “Exhibit B” (including on Page 2); the board approved that amendment and adopted Resolution 2024-08 on the same motion pattern (Blumenthal/Twombly). Both votes passed "with all in favor."

Adopting the budget authorizes the district to set appropriations and continue funding operations and maintenance for the coming fiscal year; the resolutions include language authorizing future budget amendments. The board did not receive objections from residents during either hearing.

The district will post required budget and reporting documents per statute and follow up with staff to implement any line-item corrections made during the meeting. The board’s action was taken by unanimous vote of the supervisors present.
